Ask them what&#8217;s inside the 40,000 attachments sitting in their Service Management project and the answer gets vaguer.<\/p>\n<p>That gap isn&#8217;t carelessness. It&#8217;s a structural property of how Jira and most security tooling work. This article explains exactly where the blind spot is, how to test for it in your own instance in about ten minutes, and what a sensible response looks like.<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>How Jira indexes content<\/h2>\n<p>Jira&#8217;s search index is built from issue <em>fields<\/em>: summary, description, comments, custom fields, and metadata. The <code>text ~ \"password\"<\/code> operator searches those fields. It does not open files.<\/p>\n<p>Attachments are stored as binaries with metadata &#8211; filename, size, MIME type, author, timestamp. That metadata is indexed. The bytes are not. So:<\/p>\n<ul>\n<li><code>text ~ \"AKIA\"<\/code> finds an AWS key pasted into a comment.<\/li>\n<li>The same key in a screenshot of a terminal window is invisible.<\/li>\n<li><code>attachments IS NOT EMPTY<\/code> tells you an issue has files. It tells you nothing about what&#8217;s in them.<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]Permission schemes have a related limitation: they govern <em>who can open an issue<\/em>, not <em>what the file inside contains<\/em>. Layer 1 is where people write things on purpose. It&#8217;s visible, it&#8217;s reviewable, and you can catch most of it with a naming convention or a check in the workflow. Layer 4 is where people are just getting on with their job. A support engineer screenshots a config file because pasting it would mangle the formatting. A customer photographs their ID with their phone because that&#8217;s faster than finding a scanner. An ops lead drops a terminal capture into a ticket so the next person doesn&#8217;t have to ask what happened. Nobody in that moment is thinking about data classification, and honestly, they shouldn&#8217;t have to be. But nothing you own is reading any of it either.<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>A ten-minute self-test<\/h2>\n<p>You don&#8217;t need to buy anything to find out whether this affects you. Try this in a non-production-sensitive way:<\/p>\n<ol>\n<li>Pick a project with heavy attachment traffic \u2014 a service desk queue is usually the best candidate.<\/li>\n<li>Run <code>project = SD AND attachments IS NOT EMPTY AND created &gt;= -90d<\/code> and note the issue count.<\/li>\n<li>Sample 20 issues at random. Open each attachment and record its type: image, scanned PDF, text-layer PDF, Office doc, or plain text.<\/li>\n<li>For each file, ask one question: <em>if this contained a credential or a customer identifier, would any tool we own have flagged it?<\/em><\/li>\n<\/ol>\n<p>Two numbers come out of this. First, the proportion of your attachments that sit in layers 3 and 4 &#8211; in service desk projects this is often well over half, because customers send screenshots. Second, an honest hit rate. In most samples of 20 real support attachments, at least one file contains something you&#8217;d rather not retain: an email thread with a full name and address, a config screenshot with a connection string, an invoice with bank details.<\/p>\n<p>Scale that rate against your total attachment count. That&#8217;s your exposure estimate, and it&#8217;s usually the number that starts the internal conversation.[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>Why &#8220;we already have DLP&#8221; doesn&#8217;t close it<\/h2>\n<p>Most DLP and secret-scanning tools in the Atlassian ecosystem are genuinely good at what they do, and it&#8217;s worth being precise about their boundaries rather than dismissive:<\/p>\n<ul>\n<li><strong>Atlassian Guard Premium<\/strong> watches content as it&#8217;s written, with a modest rule set. It doesn&#8217;t open attachments, and it has no OCR.<\/li>\n<li><strong>Dedicated secret scanners<\/strong> (Soteri is the most mature example) ship large prebuilt rule libraries, cover Confluence and Bitbucket, and &#8211; importantly &#8211; run <em>continuously<\/em> rather than on demand. Their strength is text: fields, comments, history, and text-based attachments.<\/li>\n<li><strong>Enterprise network DLP<\/strong> typically inspects traffic, not the contents of a Forge-hosted file store.<\/li>\n<\/ul>\n<p>None of these is wrong. They&#8217;re solving layers 1-3. If your risk is concentrated in layer 4, adding a second text-based scanner doesn&#8217;t improve coverage; it improves depth on ground you already hold.<\/p>\n<p>The only thing that reads layer 4 is optical character recognition &#8211; a model that converts pixels into text so a pattern can be applied to it.[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>What to do with what you find<\/h2>\n<p>Discovery is the easy half. The response is where teams stumble, so a few practical notes:<\/p>\n<p>[\/vc_column_text][vc_column_text]<strong>Delete deliberately, not automatically.<\/strong> Attachments are frequently evidence. A file matching a credit-card regex may be a legitimate finance record in a legitimate workflow. Automated deletion of anything matching a pattern will eventually destroy something you needed, and the false-positive rate on regex against OCR output is not zero. Human review before removal is the right default, with an audit trail of who removed what.<\/p>\n<p><strong>Fix the intake, not just the backlog.<\/strong> A one-time cleanup that isn&#8217;t paired with a process change produces the same backlog in eighteen months. The durable fixes are usually unglamorous: a request-type description that tells customers not to attach full ID documents, a redaction step in your support runbook, a retention rule that removes service-desk attachments after the ticket has been closed for N days.<\/p>\n<p><strong>Write down what you scanned.<\/strong> An auditor&#8217;s question is rarely &#8220;do you have a scanner.&#8221; It&#8217;s &#8220;show me the scope, the date, the findings, and the remediation.&#8221; A scan whose parameters you can&#8217;t reconstruct has limited evidentiary value.<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>Where our app fits &#8211; and where it doesn&#8217;t<\/h2>\n<p>We build <a href=\"https:\/\/marketplace.atlassian.com\/apps\/3518501310\/attachment-scanner-ocr-pii-password-detection-for-jira\" target=\"_blank\" rel=\"noopener\">Attachment Scanner for Jira<\/a>, so treat this section as the interested party talking.<\/p>\n<p>It exists specifically for layer 4. You define a pattern (simple wildcards or regex) and a JQL scope, and it reads every supported attachment in that scope &#8211; including screenshots and scanned PDFs, via built-in OCR &#8211; then shows you each match with the issue key, filename, matched text, and surrounding context. Matches can be bulk-selected and the underlying attachments deleted, always as an explicit admin action, always logged.<\/p>\n<p>The OCR runs on dedicated EU\/EEA GPU infrastructure that we manage. Nothing is sent to OpenAI, Google, or any other public AI service. Attachment binaries are processed in memory and discarded; only matched snippets are stored, in Atlassian&#8217;s own Forge storage on your site.<\/p>\n<p>Things it does not do, which matter for your evaluation: it&#8217;s Jira Cloud only, with no Confluence or Data Center support today. Scans are on demand &#8211; there&#8217;s no continuous monitoring or write-time prevention. And there&#8217;s no prebuilt library of 40+ detector rules; you define the patterns you care about. If continuous prevention across the whole Atlassian stack is your requirement, a tool like Soteri is a better primary fit, and the two coexist perfectly well &#8211; OCR coverage layered under text-based monitoring.[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h2>The takeaway<\/h2>\n<p>Jira search reads fields. Permission schemes control access, not content. Sample twenty attachments from your busiest queue this afternoon and count how many a text scanner could have read.
